To foreign tourists and even residents. Please note that you cannot enter this hot spring if you have a tattoo; even if you hide it with tattoo paint or tattoo stickers. The staff can be very rude and will directly tell you to go back out the entrance and take your shoes and leave. You will not be welcome. My husband was lucky to enter a few times with a tattoo cover seal, but he has now been refused too. He went with Japanese friends always, but still this happened. He confirms that the other comments are very accurate. There are plenty of other, more welcoming onsen in Japan, so please find one and enjoy the water and culture of Japan!
Very new Super Sento style hot spring next to an outlet mall (hence pretty busy at most times). Real hot spring mineral water seems to be only in the outside rotenburo (as evidenced by the color of the iodine containing water), while all indoor baths are clear. Attached dining area serves passable food at reasonable prices.

It was really crowded on the weekend, but we still had a nice, relaxing time. We had to wait over 30 minutes for a table at the restaurant in the evening, but the waiting area had comfy sofas and a great selection of comics. Definitely worth it.
